The accusations against Iran are usually highlighted and magnified via attacking the country’s principles, norms (laws), and performance politically, legally, culturally and through media. Issuing resolutions at international events, imposing sanctions, appointing special rapporteurs and fact-finding missions, hailing political opposition figures in the name of human rights advocates, producing films and publishing books are among anti-Iranian acts seeking to give a dark image of Iran in the world. This paper, in efforts to find and outline a proper human rights strategy and policy for Iran to counter international assaults, has looked into Ayatollah Khamenei’s remarks and compiled the following findings: 1) The level of the Islamic Republic of Iran’s confrontation with so-called advocates of human rights in the west is in the framework of the West’s confrontation with Iran which means civilizational confrontation; 2) Iran need to adopt the three approaches of “Offensive, Tabeen (clarification), and Compliance with Requirements of Global Mechanisms” at three level of “world public opinion (cyberspace), domestic currents, and legal and international communities" in the formats of "criticizing the foundations of the Western version of human rights and Western philosophy and culture, exposing Western deception and human rights violations by Western countries, satirizing the dual approach of human rights organizations under Western domination, theorizing and explaining the rational foundations of Islamic human rights, forming a united front of states and nations against America and the Zionists, arguing with the West about the level of respect for human rights and examining the judicial pursuit of the crimes of the hegemonic system. This way the Islamic Republic of Iran can move to challenge Western human rights and their advocates and present the advantages of Islamic human rights to public and elite opinion. از زمان پیروزی انقلاب اسلامی در ایران، اتهام نقض حقوق بشر، یکی از پُربسامدترین ادعا‌های غرب در قالب یک جبهه واحد علیه نظام جمهوری اسلامی بوده است که در سه عرصه تهاجم به مبانی، هنجارها (قوانین) و عملکرد (نهادهای) نظام اسلامی و در قالب‌های متنوّع حقوقی، سیاسی، رسانه‌ای و فرهنگی مانند صدور قطعنامه در مجامع بین‌المللی، تعیین گزارشگر ویژه و هیئت حقیقت‌یاب، اعمال تحریم، اهدای جایزه به معارضان سیاسی به‌نام مدافع حقوق بشر، تولید فیلم و کتاب و غیره برجسته‌سازی می‌شود. این مقاله برای یافتن راهبرد مطلوب سیاست حقوق بشری جمهوری اسلامی ایران برای مقابله با این هجمه در عرصه بین‌المللی، با بررسی بیانات آیت‌الله خامنه‌ای به این جمع‌بندی دست یافت که اولاً؛ سطح رویارویی جمهوری اسلامی ایران با دولت‌های مدعی حقوق بشر غربی، «در چارچوب رویارویی مبنایی غرب با اسلام»، یعنی تقابل تمدنی قرار دارد، ثانیاً؛ راهبرد ایران در این عرصه باید اتخاذ سه رویکرد «تهاجمی، تبیینی و رعایت اقتضائات سازکارهای جهانی» در سه سطح «افکار عمومی جهان (فضای مجازی)، جریانات داخلی و مجامع حقوقی و بین‌المللی» و در قالب‌های: «نقد مبانی حقوق بشر غربی و فلسفه و فرهنگ غرب، افشاگری فریب‌کاری غرب و موارد نقض حقوق بشر از سوی کشورهای غربی، هجو رویکرد دوگانه مجامع حقوق بشری تحت سلطه غرب، نظریه‌پردازی و تبیین پایه‌های عقلانی حقوق بشر اسلامی، تشکیل جبهه واحد دولت‌ها و ملّت‌ها مقابل آمریکا و صهیونیست‌ها، احتجاج با غرب در میزان رعایت حقوق بشر و پیگیری قضایی جنایت‌های نظام سلطه» باشد تا حقوق بشر غربی و داعیه‌داران آن را به چالش کشیده و برتری‌های حقوق بشر اسلامی را به افکار عمومی و نخبگانی عرضه کند.
