Classical Islamic Fiqh (jurisprudence) has traditionally recognized Judaism and Christianity as religious communities falling within the category of Ahl al-Kitab (People of the Book), thereby granting them the right to reside under the protection of an Islamic government. This article examines the jurisprudential foundations for identifying the People of the Book and argues that the category of recognized religious minorities is not necessarily confined to these two faiths. It seeks to answer the following question: according to the views of Muslim jurists and Martyr Ayatollah Khamenei, on what legal principles and evidentiary bases is the recognition and classification of religious minorities founded, and how should these principles be understood? Employing a descriptive-analytical methodology, the study examines the opinions of leading Muslim jurists alongside relevant Quranic verses and Hadith traditions. It concludes that Jews, Christians, and Zoroastrians are unequivocally regarded as People of the Book and, as such, are entitled to live under the protection of an Islamic government. Through peaceful coexistence and under the dhimmah (a non-Muslim who is under a covenant of protection) covenant, including the payment of jizyah (a type of taxation levied on non-Muslim subjects of a state governed by Islamic law), they are guaranteed a range of recognized civil and social rights. The study further demonstrates that, in the view of Martyr Ayatollah Khamenei, the legal category of People of the Book is not exhaustively limited to these three religious communities. The Sabians (a religious group mentioned three times in the Quran) may likewise be recognized as a protected religious minority, and any other religion possessing an authentic divinely revealed scripture should be accorded the same legal status. According to this view, the decisive criterion for classification as Ahl al-Kitab is the demonstrable existence of a revealed divine scripture,
