Role of Ayatollah Khamenei’s Guidelines in Process of General Policy Formation

Abstract
Despite over two and a half decades of policy development in our country, a significant challenge remains and that is the absence of a standardized domestic framework for policymaking and evaluation. Given the lack of a standardized domestic policymaking framework, this research aims to develop a model for analyzing the general policy formulation process in our country. Through an institutional-legal and formal approach, we have examined over two and a half decades of policy development experience and Ayatollah Khamenei’s guidelines. This analysis has led to the extraction of a six-stage policy formulation model that aligns with the country's specific needs and is grounded in rational decision-making based on power.
