A Comparative Study of Interpretive Method of Ayatollah Khamenei and Contemporary Commentators of both Shia and Sunni Schools on the Quranic Governance of Surah Al-Bara'at

Abstract
The Quran is considered a foundational text for human life, with every verse serving as a fundamental law. This belief, which underpins the creation of a Quran-centered civilization, promises individual and societal well-being. However, it conflicts with the interests of tyrannical rulers, who have historically sought to suppress the Quran's liberating concepts and keep Islamic societies uninformed. Ayatollah Khamenei is a contemporary Quranic commentator renowned for his modern, political, and social approach. His interpretations focus on the Quran's implications for governance. This research aims to analyze the outcomes of Ayatollah Khamenei’s interpretive method on the Quranic governance of Surah al-Bara'at and compare them to those of other contemporary social commentators. A descriptive-analytical study reveals that Ayatollah Khamenei’s political and social perspective led him to distinguish between Makki and Madani surahs based on the establishment of the Islamic government. This distinction was used to identify changes in governance over time and establish the Prophet's governance as a Quranic model. Ayatollah Khamenei’s analysis of Surah al-Bara'at highlights several key political and social issues often overlooked by other commentators. These include: the complete authority of Muslims over polytheists, the condemnation of covenant-breaking polytheists in Medina, events after the conquest of Mecca, the Tabuk war and its defectors, the pilgrimage of believers, the return from the Tabuk war, the Farewell Pilgrimage, and the Prophet's mission to recite verses disavowing covenant-breaking polytheists during this ceremony.
