The Scope and Criteria for the Validity of Custom in Quranic Interpretation: An Ijtihad-Based Approach in the Thought of Ayatollah Khamenei

Abstract
The role and validity of custom in Quranic interpretation is a fundamental issue in the methodology of understanding revelation. Since the Holy Quran was revealed in the language of rational human communication and common understanding, determining the extent of custom’s influence in uncovering the Divine intent is of particular importance in interpretive ijtihad (legal reasoning). Although Shia Mufassirs (exegetes) acknowledge the role of custom in clarifying meanings and identifying instances, its scope and criteria of validity have not been systematically explained.
This study offers a scholarly examination of this issue. The findings indicate that, from Ayatollah Khamenei’s perspective, custom is not an independent source but a contextual indicator and tool for understanding. At the level of intended usage, general custom serves as the primary criterion for semantic analysis, but it carries no authority in supra-sensible concepts or those with specifically Quranic technical meanings. In identifying instances, custom is valid in perceptible subjects lacking a legally defined reality, whereas in matters of the unseen and in technical religious terms, reference must be made to the Quran, Sunnah, and reason. Thus, His Eminence’s ijtihad-based approach emphasizes the alignment of custom with the Divine Lawgiver’s approval and the nature of the subject matter, offering a principled framework for the methodical use of custom in Quranic interpretation.
