Anti-Colonialism in Ayatollah Khamenei’s Fiqhi–Political Thought: A Comparison with Sayyid Qutb’s Model

Abstract
This article adopts a comparative-analytical approach to examine models of anti-colonialism in the Fiqhi–political thought of Ayatollah Khamenei and Sayyid Qutb. The central research question addresses the fundamental distinctions between these two models in confronting colonialism and Western domination, and examines whether a direct intellectual influence of Sayyid Qutb on Ayatollah Khamenei’s anti-colonial perspectives can be substantiated. The research methodology combines implicit content analysis with a comparative study of the intellectual and practical positions of both thinkers, drawing on primary texts and authoritative secondary sources. The findings demonstrate that Sayyid Qutb, operating within the geographical and political context of colonized Egypt and in confrontation with secular nationalist regimes, constructed his anti-colonial discourse around concepts such as the “modern ignorance” of both Western civilization and the rulers of the Islamic world, as well as the notion of “offensive jihad.” His approach emphasized doctrinal purity within the Islamic world and strict cultural demarcation from the West. By contrast, Ayatollah Khamenei, situated in the context of pre- and post-Islamic Revolution Iran and confronting a composite form of Western domination, encompassing both hard and soft power, developed and institutionalized a model of “civilizational anti-colonialism.” This model is grounded in governmental Fiqh, Wilayat al-Faqih, Islamic system-building, religious populism, the resistance economy, and the concept of the “jihad of clarification”. The study concludes that ideological and historical contexts have played a decisive role in shaping both the scope and the mode of anti-colonialism in the thought and political practice of these two figures. Accordingly, Sayyid Qutb represents a revolutionary and jihadi movement-based model rooted in Sunni teachings, whereas Ayatollah Khamenei represents a system-building model characterized by soft civilizational confrontation, combined with hard defense when necessary, grounded in Shiite teachings and shared Islamic principles. This latter model has been adopted and implemented by segments of both Shiite and Sunni fronts of Islamic resistance, particularly under the leadership of the Islamic Republic of Iran. With regard to the claim of a direct intellectual influence of Sayyid Qutb on Ayatollah Khamenei, the findings indicate that while a degree of contextual inspiration is plausible for any thinker, such influence in this case remains limited. Ayatollah Khamenei’s distinct doctrinal foundations, specific historical and geographical conditions, and close association with Imam Khomeini during the Islamic Revolution have reinforced the autonomy and originality of his anti-colonial model.
