The Legal Foundations and Strategic Imperatives of the Right to Nuclear Enrichment as a Symbol of Technological Independence in the Thought of Martyr Ayatollah Khamenei

Abstract
Nuclear technology has long constituted an instrument through which dominant powers have sought to consolidate global hegemony by maintaining unequal international legal and institutional regimes. Following the 1979 Islamic Revolution, however, Iran's nuclear program evolved into an indigenous scientific and technological enterprise despite the termination of foreign cooperation. Within this context, Martyred Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei consistently framed nuclear enrichment not merely as an industrial or technological activity but as a symbol of technological independence and an inalienable right of the Iranian nation.
This article examines the legal and conceptual foundations of this understanding within Ayatollah Khamenei's intellectual framework and identifies the domestic and international requirements for safeguarding that right. It asks two major questions: What is the legal and conceptual status of the right to nuclear enrichment in Ayatollah Khamenei's thought, and what legal, scientific, cultural, and diplomatic obligations arise from its realization?
Employing a library-based methodology and a descriptive-analytical approach, the study analyzes Ayatollah Khamenei's discourse through the concepts of technological independence and the triadic framework of science, power, and independence. It examines the legal foundations of the right to nuclear enrichment in the Constitution of the Islamic Republic of Iran and relevant international human rights instruments. The article further explores the domestic requirements associated with protecting this right, including support for scientific elites and the promotion of national self-reliance, as well as international strategies such as proactive diplomacy and the utilization of international legal mechanisms to preserve what is presented as a fundamental national right.
